STRASBOURG, September 17, 2026 — The European Parliament on Thursday voted in favour of a resolution on the situation in the city of Ceuta, condemning the mass irregular crossings from Morocco and calling on Rabat to assume its responsibilities in the areas of border control, migration cooperation and the readmission of migrants.
The resolution, adopted by 339 votes to 225, with 16 abstentions, was supported by the European People's Party parliamentary group and a number of right-wing forces, while Socialist, Green and left-wing groups voted against it.
The resolution calls for strengthening the protection of the European Union's external land and maritime borders in Ceuta. It also calls on Morocco to cooperate on border control and the readmission of migrants who have no right to remain in the territory of the European Union.
The text also uses the term “hybrid warfare” to describe the use of irregular migration against the territorial integrity of an EU member state, referring to the events that took place in Ceuta on July 30 and 31.
The vote comes amid growing debate within European institutions over border and migration management and relations with Morocco.
